Programming subsystem?

I was reading the NatSpeak Unofficial Information pages and ran across this:

I'm just wondering if anyone ever tried this or if it's even possible to do anything like this now? Is this what the VoiceCoder program does?

I think this is what voicecode does. Terribly difficult for me to grasp, but it is very powerful. I think the PowerPoint presentation was given for the people that were going to develop voicecode.

Vdict is intercepted by some programs that make Emacs and XEmacs select and say too, I believe.
